    Aefvadh! While DS9 gave the Romulans only a handful of personnel cards, they're a strong handful. Each one brought needed skills in a nicely balanced package, filling in some significant "holes" in the Romulan skill repertoire. While the green affiliation has never lacked for OFFICERS, there was a relative scarcity of V.I.P.s and SECURITY - at least good ones. Now you can have both in one personnel...


    Ruwon is a considerable improvement over most of the earlier V.I.P.s. While Pardek has Diplomacy x2, there are enough Romulan diplomats that Ruwon's single skill isn't cause for concern, and his additional skills and command star (Pardek has no staffing icon) more than compensate. Neral has seldom been of much use with only Treachery and Youth, and again, no staffing icon. Selok is good only as a mission specialist. Sela was the best V.I.P. from the premiere set. While her four skills aren't quite a match for Ruwon's (his SECURITY is much more important than her Youth), she does match his command star, and her stats are better across the board, for a possible tie for value. Major Rakal of course has many uses and may well be considered comparable as well. The only better V.I.P. would be the Sisters of Duras (hardly a fair comparison, being two personnel).

    What do you need V.I.P.s for? Besides the obvious Diplomatic Conference (where you will want to have "backup" V.I.P.s in case of Lack of Preparation followed by Misguided Activist), Establish Relations can use a V.I.P. to help solve it. They're also handy to have around for docking your ships at any Nor with a suitable docking site, or for boarding your opponent's ship with Open Diplomatic Relations. And you can always consider a Kurlan Naiskos, for which Ruwon can provide two personnel types.

    With so many dilemmas requiring multiple (up to 4!) SECURITY now (Security Precautions, Undetected Beam-In, Assassin’s Blade, Flaxian Assassin, Misguided Activist and Untrustworthy Associate), your Away Teams can use all the help they can get, and SECURITY is one skill you can't provide with an equipment kit. With the universal SECURITY being so unremarkable, every new unique SECURITY with additional usable skills is a valuable resource. Diplomacy certainly counts as a usable skill (there are still Q-Nets and Shakas out there, and lots of missions that use it), and Anthropology is quite rare for a Romulan - Movar and Tokath were the only ones till now. I can't remember ever seeing anyone use Movar, and Tokath only came out of the binder to help Gi’ral buildColonies. As a result, a perfectly good 40-point mission, New Contact, usually couldn't make it into any compact deck, because there just wasn't any other good use for Tokath. You'll find enough other uses for Ruwon to make New Contact worth while. Four other missions requiring Anthropology can be Espionaged.

    His Integrity of 4 is his major shortcoming, as he will get toasted in a Firestorm. Thought Fire will get him, too, unless you bolster his CUNNING with a PADD or Yellow Alert.

    The Major's Combos:

    • Ruwon + Major Rakal + HQ: Defensive Measures + New Contact: 40 points from two personnel who can enhance any green deck.
    • Ruwon + Taris + Dr. Telek R’Mor + D’Tan: Kurlan Naiskos, anyone?
    • Ruwon + Tallera + Telak + Taul: Nullify Untrustworthy Associate or Undetected Beam-In, and provide an Extradition task force to boot.
