Spock was a manstay in Federation decks for a very long time, due to their lack of good Science personnel.  However, with the advent of Diplomacy selection combos he becomes even more useful.  Diplomacy x2 is a very useful skill, and no overly common.  But Spock, really shines in a Vulcan deck.  He is not the same persona as Mr. Spock, so you can have both him and Mr. Spock (or Captain Spock) in play together, add in the Mirror Spock and you have Triplets.  Spock is useful since he reports for free to his mommy (Amanda Grayson) and because he has such good skills.  So all in all, he should be in every Vulcan deck, and if you need Science in your Fed deck, drop him in, he can't hurt.
