    Wartime upgrades to Deep Space 9's defensive systems in 2372 included enhanced shield emitters, rotary phasers, microtorpedo launchers and 5,000 new torpedoes.

    This event addresses the biggest vulnerabilities of facilities, especially outposts - the lack (or relative weakness) of WEAPONS and the lack of a way to repair a damaged facility, leaving it open to destruction in two hits by a moderately-sized armada. Add WEAPONS to weapon-less outposts or beef up the lackluster Nor WEAPONS, boosting the SHIELDS while you're at it, with the "Cumulative" tag allowing you to build an impregnable fortress.

    The second function is just as important, finally providing a mechanism to repair a damaged outpost instead of waiting helplessly for the second attack to finish it off on your opponent's next turn. Now, assured destruction will require a direct hit, needing higher WEAPONS than most decks will have the time to muster.
