    Cards that randomly select personnel to be taken captive may generate a captive that isn't much use to you. Maybe he was a redshirt, not important enough to his owner to be worth rescuing or redeeming for 10 Interrogation points. Or perhaps his skills aren't what you want for Brainwash. This incident allows you always to get some use out of a captive, by releasing him in exchange for your own personnel held captive. If your opponent is running a heavy-duty capturing deck, it may be an excellent trade: you release one of his personnel in exchange for all of your personnel held at that location. Unlike Rescue Captives, it can't even be nullified. What if your opponent isn't holding any of your people? No problem; you can download a personnel instead.
