This dilemma packs the punch of two dilemmas in one, with two completely separate sets of conditions for two possible effects. If you don't have ENGINEER and 2 Navigation aboard, your ship will be damaged (and of course will also be "stopped" for failing to meet the conditions). OK, maybe you got past that part - with the Badlands out there, failure to carry multiple Navigation skills can be hazardous to your ships' health. But in that case, you now also need to have SCIENCE, OFFICER and Astrophysics present, or you'll still be "stopped." Without a well-rounded crew, you're going to be stalled at the least.
