It may seem to favor the as yet almost non-existent Ferengi affiliation, but this card has "Romulan" written all over it. Who is more likely to have Treachery in play, and who is more likely to need even more? Deep Space Nine has several very good Non-Aligned Treachery personnel, and a few cards from earlier sets are very useful as well, with Galen being one of the best. Altogether a surprising array of useful skills is available, including all seven personnel types, Empathy, Diplomacy and even Mindmeld.
Did one of your key personnel just get killed off in a mission attempt? Only one Diplomacy and you're stuck at Shaka, When the Walls Fell? Download your backup Non-Aligned. It will cost you 10 points, but it's worth it if you can complete the mission before your opponent does.

- Recruit Mercenaries + Sharat + Devinoni Ral: Breeze by that pesky Q-Net blocking you from your outpost.
- Recruit Mercenaries + Galen: Easily worth 10 points to any Romulan Arachaeology-Treachery deck.
- Colony + any Treachery + Recruit Mercenaries + Retaya + Ishara Yar + Recruit Mercenaries + Zef'No + Mickey D.: You'll quickly recoup your 10-point mercenary "salaries."
- Recruit Mercenaries + Tallera: Who said you can't play a green-bordered card with Recruit Mercenaries?
