    This card has an clarification:

You may use this incident to download Masaka Transformations only during your own turn. It does not allow you to convert card draws to downloads; it limits the number of card draws you may convert to downloads using another card with such a function, such as the Borg Queen.

Obelisk of MasakaObelisk of Masaka (first version)

This Card-Review article was written by Kathy McCracken and was published first on "Decipher's Website (decipher.com)" at Jun 27th, 2000.

A variety of useful counters rolled into one card, Obelisk of Masaka starts off by squelching the Borg strategy of converting massive card draws into a fistful of downloads, whether by encountering self-seeded Ooby Doobies or playing Masaka Transformationsimage on a random hand of cards. Reveal this hidden agenda when your opponent hits his first Ooby Doobyimage, and one download plus more random card draws is all he will get.

K'Vort and Interceptor armadas will become harder to get up and running by one more card per ship, when two crew members instead of one are required to move or start a battle, giving you more time to prepare your defenses - and solve missions.

Finally, if you'd love to exchange a bad hand for a (hopefully) better one, but you haven't even been able to draw the Masaka Transformations you need to do it, you can download it in return for discarding the incident. Of course, you won't be able to convert more than one of those draws into a download (because the Obelisk doesn't discard until Masaka has resolved), but you'll still have a fresh hand to work with.
