One of the themes we explored in Symbiosis was encouraging the use of dual headquarters decks. The Cardassian occupation of Bajor - brutal, ruthless, destructive, and cruel - has been alluded to in many cards in the 2e library, including Cardassian Protectorate and The Pillage of Bajor. But, these cards don’t do much to encourage a dual headquarters Bajor/Cardassian deck. Dukat, Prefect of Bajor; Crell Moset, Notorious Exobiologist; and Comfort Women begin to hint at the possibilities of a viable Bajor/Cardassia build, but by themselves don’t quite make up for the risk of an opponent’s Provoke Interstellar Incident, or other dual headquarters hate. So, the Symbiosis Design Team gives you Casualties of the Occupation, which you’ve already seen, and Surjak.
Now, Surjak may have the Terok Nor icon – a precedent set by Yaltar, Draft Supervisor – but don’t let that fool you. His rightful place is in the dual headquarters Bajor/Cardassian deck. His ability gets Bajoran cards into your discard pile to feed Casualties of the Occupation, Covenant, Jaro Essa, Leader of the Circle, or Basso Tromac, Smug Subordinate. Casualties of the Occupation lets you remove those Bajoran cards from game to benefit your Cardassian occupiers. If the carnage gets to be too heavy, Xhosa, Sponsored Transport gets you some of those cards back into your deck. And, just in case the occupation proves too efficient in exploiting Bajoran resources, Benjamin Sisko, Man of Two Worlds gets you those removed cards back in your discard pile to start all over again.
The Prefect and the Emissary on the same side? It dosn't seem quite right ... does it?
