Holograms have always been a powerful addition to any mission-oriented deck. Most of the ships in "the big league" have a Holodeck so you're still pretty flexible, despite some of the limitations. Up until and including the Voyager expansion, the game has 11 personnel with often a very attractive combination of skills. Do you want these fine crewmen stuck on the Holodeck? I didn't think so.
Under the revised hologram rules introduced with the Voyager expansion, the Mobile Holo-Emitter is the only card that gets your personnel off the ship. When "worn" by a personnel, that personnel can move like any other regular personnel. Revive Settlers and Answer Distress Call are just two of the Voyager-environment missions that explicitly benefit from some -aid. Watch out for Disruptor Overload, and don't leave the Emitter unattended. As long as you have someone wearing it you've got nothing to worry about. You're even safe from organ-stealing Vidiians!
