The universal Founder is a nice, compact dilemma-solving personnel. She has two personnel types (V.I.P. and SCIENCE), and the very important skill of Exobiology to help out with a number of tough dilemmas. She's safe from Firestorm and Hunter Gangs. And because she is female, she'll pick up the slack against Matriarchal Society left by your Jem'Hadar.
Then there is the Founder's special skill to morph into another Founder from your hand. If you find yourself with a surplus of SCIENCE, Exobiology, and V.I.P.s during the game, you can always swap your universal Founder for a different personnel with different skills. You also don't have to sit around in the Gamma Quadrant waiting to draw that particular Founder with the skills you'll need for your Alpha Quadrant missions. Instead, run to the Alpha Quadrant as quickly as you can to do battle using your Jem'Hadar. Later on when you draw that particular Founder, you can simply exchange it for your universal Founder, saving yourself a trip back to the Gamma Quadrant to pick it up.
Combo:
- Founder + opponent's Nor + The Walls Have Ears: As a V.I.P., the Founder will allow your Jem'Hadar-filled ship to dock at your opponent's facility. Then instead of commandeering it, you can just wait at one of the sites and play copies of The Walls Have Ears. Your opponent will be hard pressed to come pick a fight with the Founder's escorts.
