Harry Kim

As of the Voyager expansion, the Delta Quadrant isn't rich in Youth personnel, so Harry is just the right person to protect your "Deltans" from Isabella. DQ Feds can likewise run a Ressikan Flute deck with the help of his relatively rare Music, another skill in short supply in Voyager. Throw in two personnel types (including the ultra-useful ENGINEER) and a good dilemma-busting and mission-solving skill like Stellar Cartography. Kim is also featured as the sole requirement for one mission in Voyager: Study Interment Site. Great economy there.

He can also naively volunteer for any random selection! He may be naive, but you don't have to be. Don't throw away such a useful personnel like so many Lt. Grants. The difference between Kim and other "pick me!" personnel is that he's not restricted to random selections for death. No, he can make use of his special skill even if the random selection only "stops", places in stasis, captures or what-have-you. He's the perfect candidate for Chula: The Chandra, for example, if his Away Team has personnel with an identical attributes. If you check the DQ Federation personnel, you'll find that it's an easy thing to build an Away Team that will accomplish this.

And if push comes to shove, by all means, sacrifice Kim to save Seven of Nine or Rudolph Ransom. Here's where Delta Quadrant Spatial Scission really comes into play: Stop/kill/disable/place in stasis/allow to be captured or assimilated one Kim while the other continues living, even if you sacrifice him at the next encounter.
