What a babe!!! Or is he/she? Well, Quark certainly had several people fooled when he decided to go, um, undercover for Zek and a nice card is the result. At first sight Lumba has fewer skills than Quark, but Lumba's special skills boost him (I think I'll stick with "him") back into the very useful category.
Lumba can enter play through the Guest Quarters or persona exchange with Quark (or his Son of Keldar manifestation). Acquisition is a standard requirement on a number of Ferengi missions, and allows him to keep his access to the Rules of Acquisition. (Especially the 47th - when was the last time you ran into a character with more skill dots than Quark?) Biology is ever useful for dealing with the ever popular Aphasia Device or Flaxian Assassin.
Then he begins to get special. Lumba can nullify any gender-related dilemmas, which when you stop and think about Parallel Romance is a good thing from the mental image perspective! In addition, neither he nor anyone in his party is going to get distracted by Love Interests.
Doubling the first-listed skill on universal Ferengi males is rather more special. There are several such characters, and this boost moves them into the highly desirable category. Nowhere is this more true than two of the Ferengi mission specialists. Qol's newly doubled Exobiology will be a big boost for talking to Odo's "Cousin". Dr. Borts becomes MEDICAL x2, which goes a long way towards that Aphasia Device. (Now where are we going to get the other Biology from? Can you guess, children?)
And finally his most special skill, a special download of Nilva (who, curiously enough, has that extra Biology). Nilva is a great character and, as a card-carrying FCA member, can be a recipient of Writ of Accountability. He's also universal, so unlike Brunt he's not going to end up on the wrong end of a Klingon Painstik. This should act as a further deterrent to all those Q-abusers still left out there!

- Quark + Lumba + Full Planet Scan: Use Quark's Computer Skill x2 to peek through Scanner Interference, then swap him out for Lumba if this reveals any gender-related dilemmas.
