His download is awesome! It gives him flexibility. He's a cool Civilian, with double Securityyyyy!

The first thing that catches my eye on his card is the special download of a Classic Communicator. This makes Odo an excellent addition to any deck, as it is always better to be able to download necessary equipment rather than have to spend a card play on it. And the Classic Communicator will definitely be a big help to any deck looking to extend its flexibility in skill selections.
Also of importance is Odo's double SECURITY, which not only helps in passing some of the heavier dilemmas like Berserk Changeling or Ferengi Infestation but also is useful for things like Captured, Defend Homeworld, and keeping your Non-Aligned ships free from Neural Servo Devices. If you get him in hand, he'll help most any affiliation out with Homefront as well.
His CIVILIAN is good for scoring points at a Colony or reporting to the Promenade Shops. And don't forget his Computer Skill to make a quick run over to Ops and commandeer a Nor. Lastly (but not least), his Honor makes him a good addition to most any Klingon deck ( Klingons especially!).
Combos:
- Odo (TWT) + Madred + Captured: With SECURITY x4, this pair will always get their captive!
- Odo (TWT) + His Honor, The High Sheriff of Nottingham: Keep Odo in your hand in case your opponent wants to tempt fate.
- Odo (TWT) + Classic Communicator + any other personnel: Odo can easily talk his way out of some sticky situations.
