Let me get this straight... Mr. Sisko is Non-Aligned, so he can work with most any affiliation, and he's got both a Terran and an Alliance icon? A real turn-coat!
When working with the Terrans, he'll give them all a nice little boost to attributes, and regardless, he counts as a 7-9-9 personnel (hey, he's Terran). When working with the Alliance, he can still report for free at the Terran Rebellion HQ, and if early enough in the game, can start initiating battles against any lone rebel who reports there. Better yet, send his estranged wife, Professor Sisko, to whom he can report - she's a turn-coat too. Two heads are definitely better than one.
But whether he's on one side or the other (or none), his mix of skills will prove useful in a variety of situations, providing lots of Leadership, that old stand-by Navigation, Aphasia-busting Biology, and Honor, which is a bit rarer in the mirror universe. For example, with his double dose of Leadership, he has a good chance of being targeted by Gorn Encounter, where he'll have absolutely no problem exceeding the magic number 12. I'm just sorry for the guy in the rubber suit.
Combos:
- Emblem of the Alliance + The Intendent + Mr. Sisko: One allows the other to play for free no matter which you get out first, and may provide a perfect opportunity for reporting him and the Prof on the same turn.
- Search for Rebels + Terran Rebellion HQ + HQ: Secure Homeworld + Mr. Sisko: All the skills you need to grab the mission points for yourself using two cards that play for free. Now all you need are the attributes.
